The Kingdom's nationalisation regime is administered by the Ministry of Human Resources and Social Development (MHRSD) through the Nitaqat programme and the Qiwa platform. Under Evolved Nitaqat (2026–2028 cycle) establishments sit in Red, Low Green, Medium Green, High Green or Platinum; the Yellow band has been eliminated and assessment now runs across all branches with the same economic activity. Profession-level quotas sit on top of the band: core ICT professions remain at 25% per functional group under Ministerial Decision 28889, while the roles around a delivery team carry higher rates — sales and marketing 60%, procurement 70%, accredited engineering 30% with a SAR 8,000 wage floor, accounting 50% rising to 70%, administrative support 100% and project management 70% from February 2027. A Saudi employee counts only above the applicable wage floor (SAR 4,000 for Nitaqat; SAR 7,000 / 5,000 for ICT specialised / technical roles) and, from 15 April 2026, only with an electronically documented contract on Qiwa.

In 2026 the KSA Academy has 60 engineers in development from these four universities, each paired with a wesolutions senior engineer or principal.
